From the supplier: A National Association of Insurance Commissioners study has found that auto insurance premiums for urban minorities are higher than such premiums in other markets, though the justification for the price discrepancy is not clear. Prices are higher for urban residents because of underserved conditions, and possibly because of costs associated with unfair discrimination, traffic conditions, fraud, litigation, and higher urban losses.
